Digital Frameworks of the World Bank Group

1. Digital Economy Diagnostic (Country Diagnostic)
2. Cybersecurity Maturity Model – Sectoral Assessment
3. WBG Digital Adoption Index (DAI)
4. WBG Citizen-Centric Digital Capability Framework
5. GovTech Maturity Index (GTMI)
6. Digital Health Maturity Assessment

Digital Economy Diagnostic (Country Diagnostic)

Provides country-level assessment of the digital economy and examines factors like digital infrastructure, digital public platforms, digital financial services, digital businesses, and digital skills

  • Can be used to identify key levers for digital economy development.
  • Informs the World Bank Group's operational engagements in specific countries.
  • Helps governments evaluate their digital economy's current state.
  • Identifies strengths, gaps, and opportunities before creating a national digital strategy.

Cybersecurity Maturity Model – Sectoral Assessment

Designed to evaluate cybersecurity readiness at the sector level – for example, in banking, energy, or healthcare.

  • Helps governments understand the current level of cybersecurity in each sector by assessing policies, systems, and practices.
  • Enables benchmarking of progress and setting of risk-informed priorities for governments and institutions.
  • Reference the model when advising on national cybersecurity frameworks, regulatory readiness, or digital public service resilience.
  • Leverage this model to assess maturity, identify gaps, and strengthen sector-specific cybersecurity strategies.

WBG Digital Adoption Index (DAI)

A worldwide index that measures countries' digital adoption across three dimensions: people, government, and business. The index covers 180 countries on a 0–1 scale.

  • Helps policymakers benchmark their country's digital adoption and identify improvement areas.
  • Guides strategies to enhance digital access, usage, and transformation.
  • Tracks progress over time to support productivity, service delivery, and economic opportunities.
  • Informs targeted policy and investment decisions to build digital skills and technology use.

WBG Citizen-Centric Digital Capability Framework

This digital framework helps governments design digital services that put citizens first.

  • Focuses on key areas like leadership, infrastructure, service design, data, and digital skills.
  • Helps governments identify gaps to shape targeted digital strategies for more accessible, efficient, user-focused public services.
  • Useful for planning, assessing, and benchmarking digital initiative efforts, especially in early strategy development.
  • Helps guide readiness and alignment with citizen needs, infrastructure, and staff skills for effective service delivery.

GovTech Maturity Index (GTMI)

Helps practitioners design digital transformation projects by providing a baseline and benchmark for GovTech maturity.

  • Measures maturity across four key areas:
    • Supporting core government systems
    • Enhancing service delivery
    • Mainstreaming citizen engagement
    • Fostering GovTech enablers
  • GTMI measures progress across all four GovTech focus areas, complements existing tools, and provides consistent, comprehensive results–including insights into often-overlooked GovTech Foundations.

WBG Digital Health Maturity Assessment

A diagnostic tool used to evaluate how effectively a country or health system is leveraging digital tools to deliver equitable, efficient, and people-centered healthcare.

  • Identifies strengths and gaps across key domains such as data systems, digital applications, governance, interoperability, workforce capacity, and infrastructure.
  • Assess digital health readiness to prioritize investments, guide implementation, and avoid common digital transformation pitfalls.
  • Supports more strategic, scalable, and sustainable integration of digital solutions into health systems.
